Cost to hire in Netherlands

What does an employee in Netherlands actually cost?

Employer contributions in Netherlands add up to 17.99% of gross pay before caps. On top of that, a year's gross pay works out to 12.96 months of that monthly figure rather than twelve, which is where most cost estimates go wrong.

Line Rate Applied to Annual

Show the formula
annualGross = monthlySalary × instalmentsPerYear

for each statutory contribution:
    base   = min(annualGross, statutory cap)
    amount = base × rate

totalEmployerCost = annualGross + Σ amounts

Rates and caps come from the sources cited below. Nothing else is added.

The contributions, line by line

These are the statutory employer-side charges, and they sit on top of gross salary. The employee's own deductions come out of that gross figure and are not an additional cost to you.

Contribution Employer rate Cap
Unemployment (AWf, low rate)
The low rate applies to permanent written contracts. Fixed-term and on-call contracts pay the high rate of 7.74%, a difference of five percentage points that is decided purely by contract type.

A worked example

At a gross monthly salary of €4,000, an employer in Netherlands pays €61,166 per year in total: €51,840 in salary across 12.96 instalments, plus €9,326 in contributions. That is a multiplier of 1.18× the quoted salary.

Change the salary in the calculator above to run your own figure. The example and the calculator use the same code.

Salary instalments

The Netherlands pays twelve monthly salaries plus a statutory holiday allowance (vakantiebijslag) of at least 8% of gross annual pay. That 8% is genuinely additional pay and it attracts employer contributions, so annual gross works out to 12.96 months of the quoted monthly figure rather than twelve. It is usually paid as a lump sum in May. A quoted Dutch monthly salary therefore understates annual cost by 8% before contributions.

Leave you must budget for

Statutory paid leave is 20 working days, alongside roughly 11 public holidays. Statutory minimum is four times the weekly working hours, which is 20 days on a five-day week. Collective agreements commonly add to this.

Paid leave is not a separate line of cost, since it is time not worked inside a salary you are already paying. It does change effective cost per working day, which matters when you compare countries.

Where this gets it wrong

  • Rates above model a permanent contract at a large employer. A fixed-term contract raises the AWf premium from 2.74% to 7.74%, which is the single largest swing in Dutch employer cost.
  • The Whk rate is set per employer from sector and claims history. The 1.52% modelled here is a sector average and yours will differ.
  • Dutch public holidays are not automatically paid days off. Whether they are paid depends on the contract or the collective agreement, unlike most of the other countries on this site.
  • Many sectors have a mandatory industry pension fund on top of the statutory contributions above. Where one applies it is a significant extra cost and it is not modelled here.
  • This model covers statutory employer contributions. It does not price benefits you choose to offer, recruitment, equipment, or the fee an employer-of-record provider charges on top.
